James F. Hodgson, Ph.D.

Dr. Hodgson has over 48 years’ of service and experience working within the Criminal Justice System as a practitioner, manager, educator, and researcher in Canada and the United States.   Dr. Hodgson served 15 of these years as a police officer in Toronto, Ontario, Canada.

Background & Experience

James F. Hodgson, Ph.D. serves as the Executive Director of Criminal Justice Consulting Services.  His responsibilities include the guidance and facilitation of professionals conducting research and development within various Human Services/ Public Safety agencies in United States and Canada.   He has specialized experience in policing, academia, research design, criminal justice systems, human services, restorative justice, Stratified Policing, program administration and assessment, curriculum design, training, promotional marketing, professional industry accreditation standards and process, organizational culture change and transformation, strategic community development and crime reduction strategies, community centered policing, and grant acquisition and administration.

Dr. Hodgson earned his Ph.D. in Sociology from York University in Ontario, Canada, in 1994.  He has taught and conducted research at various institutions of higher education in United States and Canada over the last 32 years.  
His current research interests are Policing, Ethics, Organizational Change, Community Policing, Community Crime Prevention, Criminal Justice Policies and Practices, and Criminal Justice Reform.  He is the author of Games Pimps Play: Pimps, Players, and Wives-in-law: A Qualitative Analysis of Street Prostitution (Canadian Scholars Press), The Criminal Justice System: Alternative Measures (Canadian Scholars Press), Sexual Violence: Policies, Practices, and Challenges in the United States and Canada (Praeger Press), Policing Sexual Violence (Criminal Justice Press), and Policing in the 21st Century: Comparative Issues and Dilemmas (Criminal Justice Press).  He has also published several papers and conducted workshops and trainings on police violence, ethics, management, organizational change, community engagement, accountability, leadership, professionalism, and reform.
